Part of the problem he says is a 2009 law requiring the Department of Defense to have voter registration tables set up at the check-in-area when a military personal is moved to a new location. “The military moves more than, a third of the move every year. Many of them are pulled away on secret missions. So it’s tough for ballots to reach them,” said Malcolm. He adds that another part to the problem is that “states are suppose to mail out absentee ballots at least 45 days in advance to give them time to reach the troops; but a lot of states are not doing that.”
