KOSCIUSKO, Miss. – A woman has been arrested in connection with a deadly hit-and-run in Kosciusko.
Victoria Windom, 28, is charged with felony leaving the scene of an accident. Timothy Parks, 38, was found dead in a ditch last week. Police believe he was walking on the road when he was struck by a car owned by Windom. Parks’ father had said his son suffered from mental illness and walked almost everywhere he went.
